Closed exit ramp on I-66 west of Markham, VA

I drive on I-81 a lot and every time I go west on 66 to get there I see what looks like an exit ramp west of the Markham exit, but with a gate that says road closed on it. A little further down, there is what looks like an on ramp, again with the gate. I looked at the satellite view and it looks liek a parking area or test track. Anyone know anything about this?

Heres the map

I just noticed yesterday that the one eastbound even has signs in it, to tell cars and trucks where to do, even though it has never been opened. I wonder if this is the fate of all the stops that are closing on Tuesday?

I would agree, it is an old or unfinished rest stops. Maybe a staging area for snow plows?

And nobody at VDOT could explain why it never opened up when (in 2016) they were considering re-opening it and making it a truck rest stop.

It should probably concern people that VDOT is so fucked up that they could spend all the money to build a rest stop and never open it up.

Or maybe not.

This is Virginia. You people probably think that shit is normal.

The feds planned a good sized septic system for those rest stops but some wealthy local landowners sued saying that it would have negative environmental impacts.
The eastbound rest area is open to trucks but it only has portable toilets so the human waste is hauled away by truck to be deposited in a proper sewer processing plant.
While VDOT and the Virginia state police maintain and patrol I-66 in Virginia the highway was built by the federal government and a small part of it runs through Washington DC where it is maintained and patrolled by DC.

They were in the way of the Fairfax County Parkway, according to a historic topographic map I looked at a while back.

No, this was a VDOT fuckup through and through. The Feds only funded the highway, the building and contracting was all managed by the state DOT, VDOT.

The idea was that at some point in the future a water and sewer system would be available to the rest area. The elite and wealthy Fauquier county landowners have fought against development for decades so that never happened.

They have no principles. Whatever political cause or belief they have, you can be sure it's solely because it will benefit their bottom line.

If that means becoming a staunch environmentalist to protest a new road or development that they think will lower their property values, so be it.

If that means being in support of government cheese in the form of conservation land grants because they'll make money selling their land, hey, that's fine too!

Mc'Auliffe NJ democrat gained power by arresting a Republican out of office with fake legal papers (the "republican" also from NJ btw - who oversaw a $256 million SUDDEN LOSS in "office equipment")

AS SOON mc'auliffe got in office he DELETED ALL OFFICE PRODUCTS made during McDonnell to "rewrite them all using democrat contractors"

AT THE SAME TIME VA'S EMPLOYMENT OFFICES REPORTED 0, ABSOLUTELY 0 jobs available for (anyone like me) and very few jobs for anyone else either. which was highly suspicious to say the least

You know interstate 66 is a key part of the corridor H project. It is just getting started. Should be complete in another 20 or 30 years.

Maybe by then this broke-ass state will have installed some interchange lighting at I66/I81.

It's pretty uncommon to have an interchange of two interstate highways with no lighting at all, even in Virginia.

Came through there late at night, dark as shit, and I wondered what fucking hillbilly state am I am.

Then I remembered, Virginia, of course!
