New signs suddenly appear and now bikes are being ridden below the speed limit in the center of a lane on busy rodes like route 123, where I saw this yesterday. How is this helping the flow of traffic?

Yeah, try telling that to the cop once he gives you a ticket for impeding the flow of traffic. I wont get pulled over for doing the speed limit. YOU on the other hand, will get pulled over for going under the speed limit.

How many bicyclist have you seen pulled over by a cop for impeding traffic, this past year?
I am not saying that it is safe for bicyclist to ride on the roads, I am saying you are a douche.

I tried. Got a "Failure to obey highway sign" ticket. End of story. Ironically the shoulder of rt66 is one of the safest for cyclists in the area. Common sense always takes a back seat to Fairfax's pocket book around here.
As much as it pains me to say so, I don't see any regs related to a single bike impeding traffic. The only mention is with regard to two bikes riding side-by-side where they cannot impede the flow of traffic and must go single file if so.
It also doesn't say anything about me spoking them as I drive by but, unfortunately, I'd guess that's probably not permitted otherwise somewhere else in the code.

It has nothing to do with bikes, the same impeding ticket can be written for using a car to hold up traffic, but it only applies on on multi-lane roads.

That's a harder case to make against a bike running at its normal speed assuming that bike traffic is otherwise permitted. A slow-ass car more clearly holding up traffic by moving below its normal capable speed is kind of a different deal. Maybe the same technically given a strict reading since both are considered vehicles as far as rules of the road, but there's at least some impeding effect implied if you're permitting them to begin with so there has to be some grace there.

I ride a bike because I have no choice. But white people with BMW's leave their cars at home and insist on riding bicycles in rush hour traffic. They're nuts!
I'd never risk my life on a bicycle around here if I didn't have to!

You don't have to. You just have to figure out the rules and requirements to utilize our social services programs...and then exploit them.

@Biff - dont know about the law - but I'm sure "incessantly" honking will get you legal attention if you do it for too long LoLz
sidewalks are NOT for bicycles - they are for pedestrians. However, the 123 "sidewalk" as you call it is in reality a true bike trail. That's why it is paved, not concrete. No joke, there really is a difference.
As to why cyclists dont use the bike trails on 123.............well there is only one logical explanation as to why they woudl continue to ride in the roadway: http://www.youtube.com/watch?v=9PR_rzF8ofw
