I believe that the court slapped down non-targeted wide-area surveillance like that.

RTL-SDR you can find the tail numbers online

Install Flight Aware buy RTL-SDR USB Dongle with antenna if they are in the air in The US you can find them by the transponder code registered to the plane/FAA registration number. You can also look up filed flight plans.

Seek and you shall find
