Does anyone remember that house off rolling road where the foreign owner built an addition on his house out of plywood and didn’t do anything else for months?!?
Had a massive tarp covering it.
Wash Post wrote an article about it.

in the 1970's that was completely legal, and only in the 1980's did it become questionable when and whether "the work had to be finished"
infact, in Texas it was against the law to deman "your neibor not use his/her land for business"
BUT IN FAIRFAX - they evicted people if the "used their residence as a place of business"
