this is simply not the case
#1 there is no evidence presented - the article shows photos from CNN which is more likely to be a lie than evidence
#2 cluster bombs have a connotation of illegality in war ONLY when neither side has crossed the line of civility of war. ukraine began the war in 1997 by a tank shell of the Moscow Parliament building, bombing civilian apartment buildings, bombs in the Subway of the city, and THEFT OF NUCLEAR WEAPONS
none of these things are "a war where we consider cluster bombs as illegal", since the war began by going beyond a limitation of preventing civilian attacks. this is like Hitler bombing london rather than bombing military facility or armies.
