Feel free to pull up the statistics yourself from Eurostat, the U.K. Office For National Statistics and Statistics Canada. With a population of 1.7 billion, I doubt whether the PRC's statistics are all that accurate. A .1% rise in population means millions of people there.
Even our own unemployment rate doesn't mean "people without jobs" it means people seeking jobs and not finding one" pretty much and I'm sure all of these statistics bureaus have their own formulas.

Edit: For the link above, check out the slider for the map of the U.K. at the top to watch the country go from near full employment to high employment from 2008 - 2010. pretty neat.
