That is a would-be immigrant crawling onto the Gran Tarajal beach on Spain's Canary island of Fuerteventura after washing up in a makeshift boat in May of 2006. The photograph was taken by Juan Medina and syndicated by Reuters.
Medina also took this photograph in November 2004 when a small boat containing 38 migrants from Mali, Ivory Coast and Ghana capsized near the Canary Islands, drowning 9. The photograph won him a World Press award.
