Is Trump functionally retarded?

I used to work with retards, so I know he’s not actually retarded (IQ below 70...he’s clearly told us his IQ is phenomenal). But functionally, he acts like my 4 year old...who would be retarded if he was an adult. So I ask, is he actually the functionally retarded pied piper of other functionally regarded people? (which is apparently 39% of the nation)

Yeah she told me she didn’t receive the free refugee welfare check and Gerry has been stealing every dime she has left for meth. Hopefully deportation will happen soon.
