the third balance of VETO cannot be the President because he was charged

HOWEVER - IN THE FEDERALIST THE FOREFATHERS spoke of the matter of how voting flows when there is no agreement between the balance of powers

(it is that if a matter must be decided that other major posts of government will be visited to resolve the tie game)

THIS SUGGESTS THAT the intent of the framers is that OMITTING A BALANCE OF POWER IN A VOTE REQUIRES THAT ONE SIGNIFICANT NON-PARTISAN GOVERNMENT POST BE CHOSEN (for the event of a tie game, or the event that one of the three balance of powers had been omitted by the bill's nature)

FOR EXAMPLE I COULD WRITE A BILL ACCUSING THE PRESIDENT AND SUPREME COURT of refusing congress's will, at which point only The Hill would have a single balance of power - the other two excluded by charges in the bill.

congress - daily - does condemnations of things and also "appreciation" of things - they are trivial frivolous acts of congress

ALL THAT HAS HAPPENED IS CONGRESS ISSUED A "ACT OF HATING TRUMP" ACT OF CONGRESS

You are wrong. Supreme Court approves or disapproves AFTER the Senate votes. Again, this whole thing is a sham. But, get your facts straight.
