No it wasn't. He wanted to avoid ABC fines. The fines were waived when he told the ABC board he was shutting the bar down.

So much so that he didn't bother finding out how much things cost before he opened it. So much so that he didn't bother learning what the ABC laws were. So much so that he allegedly fucked over his employees on their last paychecks when he decided to close.
